What federal agency monitors banks?
The OCC charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. The OCC is an independent bureau of the U.S. Department of the Treasury.
The Federal Reserve is responsible for supervising--monitoring, inspecting, and examining--certain financial institutions to ensure that they comply with rules and regulations, and that they operate in a safe and sound manner.
The OCC issues rules and regulations that govern the banks it supervises. The agency takes supervisory actions against banks that do not comply with these statutes or that otherwise engage in risky practices.
In addition to being supervised by the Federal Reserve or the FDIC, state banks are also supervised by their chartering state. In contrast, the OCC supervises national banks that choose to charter at the federal level.
There are numerous agencies assigned to regulate and oversee financial institutions and financial markets in the United States, including the Federal Reserve Board (FRB), the Federal Deposit Insurance Corp. (FDIC), and the Securities and Exchange Commission (SEC).
The Federal Trade Commission enforces a variety of antitrust and consumer protection laws affecting virtually every area of commerce, with some exceptions concerning banks, insurance companies, non-profits, transportation and communications common carriers, air carriers, and some other entities.
The Federal Reserve's supervision activities include examinations and inspections to ensure that financial institutions operate in a safe and sound manner and comply with laws and regulations. These include an assessment of a financial institution's risk-management systems, financial conditions, and compliance.
“Banks are not required to line up their interest rates with the Fed's rate, so each bank will respond to the Fed's rate announcement and adjust rates in their own way.” And while mortgage rates generally follow the Fed, they can often — and quickly — become disjointed.
Regulatory Authority
A bank's primary federal regulator could be the Federal Deposit Insurance Corporation (FDIC), the Federal Reserve Board, or the Office of the Comptroller of the Currency.
How do I complain about a bank in the USA?

The FDIC is the primary federal regulator for state-chartered banks that are not members of the Federal Reserve System. The Office of the Comptroller of the Currency (OCC) is the primary federal regulator for all national banks.
Certain retirement accounts: While the IRS can levy some retirement accounts, such as IRAs and 401(k) plans, they generally cannot touch funds in retirement accounts that have specific legal protections, like certain pension plans and annuities.
Bank of America, Citigroup, PNC and Capital One Financial, all among the nation's 10 largest banks, still haven't signed on to FedNow, according to the Fed's latest list of participants. FedNow launched last July, promising to speed up transactions for consumers and companies.
The Board of Directors of the FDIC manages operations to fulfill the agency's mission. Each member of the five-person Board is appointed by the President and confirmed by the Senate.

Laws & Regulations Overview
The OCC is the primary regulator of banks chartered under the National Bank Act (12 USC 1 et seq.) and federal savings associations chartered under the Home Owners' Loan Act of 1933 (12 USC 1461 et seq.).
Cease and desist orders are typically the most severe and can be issued either with or without consent.
The FTC's Bureau of Consumer Protection stops unfair, deceptive and fraudulent business practices by collecting reports from consumers and conducting investigations, suing companies and people that break the law, developing rules to maintain a fair marketplace, and educating consumers and businesses about their rights ...
Companies that receive this Notice and nevertheless engage in prohibited practices can face civil penalties of up to $50,120 per violation.
Does CFPB regulate all banks?
The CFPB supervises a range of companies to assess their compliance with federal consumer financial laws. We have supervisory authority over banks, thrifts, and credit unions with assets over $10 billion, as well as their affiliates.
Identifying FDIC-insured banks
The best way to ensure a bank is FDIC-insured, whether you're looking to open a business bank account or assess your current bank, is via the agency itself. Here are some things to do to ensure your bank is insured: Use the FDIC tool to search for your bank. Call the FDIC at 877-275-3342.
For example, in California, financial institutions are regulated by: Department of Financial Institutions.
Bank ratings are issued by the Federal Deposit Insurance Corporation (FDIC) and credit rating agencies to provide consumers and businesses with information about an organization's financial health.
Conversely, if the Fed wanted to decrease the money supply, it sold securities from its account. Doing so removed cash from financial institutions and the funds in circulation.
